Why are some videos on Youtube High quality & Others Aren't?

Okay, I'm sure most of you know that Youtube has certain videos in "HD". Most of them are the videos over 1,000 views or so. But I seen a video that had 14 views, and that person is in no way "popular" so how did his video get "HD" when I have videos that are over a 1,000 views and doesn't have it in HD? Thanks.





Also I'm aware of the "%26amp;fmt=18". Just letting you know.

Reply:i was wondering this too. A couple of my videos have the option to be High quality, when all the rest dont. I find this especially odd becuase i all recorded them with the same camera and they are all about the same length and quality.
